"How do you romove the leg, I have removed the bolts and it has dropped down about an inch but that is as far as it will go. When the leg comes down that inch it pulls the gear lever into reverse and I think that is what is holding it.
how do I get around this problem"

"You don't mention the year. You need to disconnect the shift rod. On most OMC engines you get to it from the port side of the engine, just under the carburetors. As I recall, it takes a 3/8" socket with a universal joint and an extension. Once you remove the pin/bolt, it should come off."
