Why 3hole riser gaskets

"Can any one explain why Crusader blocks the fourth or Bottom hole with gasket material, between the riser and exhaust manifold? With a raw water system in fresh water would you still need it? Seems the risers and elbows would cool better.

"That would make sense! The book said that a garden hose couldn't keep up with the pump above 1500 rpm. So in slower rpm's, you may be a little short water pressure(?)I was hoping to open those passage ways and let the water run back into the manifold and drain out the plugs. I took a heat gun and warmed up my frozen risers, only to find about one or two oz. of water in there. May be I didn't crack anything(?)"
