"1989 evinrude runs rough at idle some times, looked insulation on inside motor cover some flaking off could carbs be sucking in to carbs and clogging"

Whenever mine gets like that I remove the insulation. I too suspect that it can be ingested by the engine. Most marine stores sell insulation kits that you can replace it with. The rough idle could be a call for new plugs too.
