Can anyone help ? - problem is

Can anyone help ? - problem is there seems to be 5 to 8 ml play between the throttle and gear change levers in the control box - this gives a changing neutral position at the motor end ie move the motor control lever from forward to neutral detent and that leaves the gear change rod at one position which is different to the position its in if control is moved from reverse to neutral detent position ? seems to be play at the control box levers. I have checked with another second hand box and other than it being alot stiffer than mine seems to have the same play! Question is were they made like that ( for a reason? ) or is it worn out or needs repair - any ideas other than throw it away would be very helpful please.
