Pull start wonbt pull

i have an '05 merc 9.9 wit

i have an '05 merc 9.9 with pull start that won't pull right. It is not bound up and will pull out a little ways loosely but is not functioning properly.
What are the possible symptoms of this?
 
It's bound up all right.

Make sure it is in neutral. The is a safty lock on those.
