Quick question - I have a 199

Quick question - I have a 1999 Regal with twin 4.3 Mercruisers. The SB engine's RPMs are redling when I go above 2000rpms. Prop is not spinning any faster...any thoughts on what I should look at?

trim down more. I know that might seem like common sense but my dad did it the other day and I laughed when he couldn't figure it out.
