1994 48 HP Evinrude - Please advise on change out procedure for the cylinder and adjustment of cable after instaliation of new cylinder .

Put the lever in the run position. Measure the free play at the tip of the lever. Lever free play must be approximately 1/2 inch.
If there is not enough free play then remove the cable and GENTLY pry the cable end off the lever ball.
Screw the cable end in to reduce the free play and with out saying screw it out to increase it. One turn is about a 1/4 inch of free play measured at the end of the lever when installed.
Reinstall the cable in the holder and recheck the free play. Done.
Now to replace the cable you need to loosen the cable nut where it goes into the cylinder. Do not allow the slide valve body to loosen while removing the cable nut. Loss of pressure can result if slide body becomes loose. Pull up on the cable and disconnect it from the slide valve socket. Reverse to install. Take note of how the cable is routed when removing it. Apply a small amount of sealer to the threads of the new cable nut and some triple guard grease to the cable adapter O ring before installing it. Done.
Replacing the cylinder may require removing one side of the stern bracket to get it out. This one you are on your own with.I'd just loosen the bolts enough to move the bracket enough to let the cylinder to pass by and out. Support the engine so that it can not move and fall on you or slip onto your fingers while trying to remove the cylinder. I'm not sure about your engine but some engines you can remove the cylinder without much trouble or having to remove the stern bracket. Just look it over close before you start and take some pictures if you can so you can tell what goes where. Hope this helps and best of luck.
