I just rebuilt a 1991 5.0lx.

I just rebuilt a 1991 5.0lx. It runs like a top and has more power than I know what to do with. I have about 4 hours on it and now after it gets warm it starts steaming from the valve covers when I pop the caps. It is in both sides. It created a white film on the inside of the valve cover. It doesnt have any oil in the water or vice versa as of yet. The film is white so it must be salt/fresh water since I am running straight prestone. I thought it was plugged PCV Valves so I replacved them to no avail. What should I check for here? I am at a loss with this one.
