Electric Fuel Pump

I have 2 fuel tanks -
* a 3 way valve to switch between tanks and
*an electric fuel pump (no primers and NO fuel pump in the engine(this is the way my mechanic set it up).

My problem is I cleaned out my tanks etc.. set it up and will not pump fuel. I have syphoned from the omc fiter hoses and the 3way valve is working and the lines are clear. I have a photo of my set up(easier than trying to explain it)@

I filled the filter with fuel, left the fuel caps off - blew down the filler hose into the tank, blew down the breathers - but it still does not pump the fuel from the tanks. (the only thing missing is the O Ring from inside the fuel/water filter.

ANy suggestions would be appreciated.

"Pumps will not pump any liqui

"Pumps will not pump any liquid(gas, water...) if it is sucking air between the pump and the liquid being pumped. If you have a missing O-ring between the splitter and the pump at the filter, it will never work.
You can prove this by either replacing the missing O-Ring, or put the pump on the tank side of the filter to try it.(Beware that when it works, you will have gas leaking from the filter."
