I have an 85 Searay mercruiser

I have an 85 Searay mercruiser 350 with Alpha one outdrive. Steering is frozen. Cannont turn outdrive by hand. Does have power steering. Pump is good. Have checked all hoses and connections. PLEASE HELP}}
