1974 merc 1500 will not start

I have good compression on all

I have good compression on all cylinders and i am getting a spark. it does not look like there is any fuel going into the carbs. i pulled the fuel line after the fuel pump and could only get fuel flowing if i pumped the ball. i do not know much about outboards so any help would be great.

"Tim, Those motors need heavy choking in order to start. Make sure the choke is closed and the cold start lever is fully up, squeeze the primer bulb until hard and then a bit more to force some fuel into the motor. Now crank it for 10-20 sec. If it doesn't start, spray some 50::1 fuel mix into each carb and close choke and try to start it."

"Sounds like bad reeds to me, my 1978 1500/115 would only cold start with starter fluid. After it warmed up it would start fine. The reeds act as a check valve to pull fuel into motor. (2 stroke)"
