I purchased a new Tohatsu 4-st

I purchased a new Tohatsu 4-stroke 20 hp engine(EP type).I would like to know what is the best way to start it when it is cold.

Lets assume they knew what they were doing. Try without using the neutral start up in warm(outside) weather. When it's cold(outside) I would raise the lever up about 10 degrees after you meet resistance.
 
I have found that if you pump

I have found that if you pump throttle 2-3 times before starting that it helps a lot on cold starts
