Carb spitting fuel

i have 79 100hp evinrude that

i have 79 100hp evinrude that runs fine now. But when running fuel is leaking from the carb cover box. I took the the cover off and the is flowing very fast from 2 small hole built into the carb and thru the barrels of the carb . I have noticed a small hose leading from the base of the carbs back to the fuel lines. Is this normal?
