"Many possible causes, the simplest is an incorrect idle screw adjustment...the worst doesn't bear thinking about.

Start simple, get a manual and re-set all the linkages and check the ignition timing. Set the idle with the boat in the water as exhaust back-pressure will affect idle speed. Tweak it up until it either works or you realise there are other issues to resolve.

Try cleaning out and readjusting the carbs next.

After that would be comp test and checking for leaky gaskets and its all downhill from there really as it can involve a strip-down.

But start with the adjustments, cures a lot of things!"
