"Hello, My 48 hp evinrude (spl) will not idle or run without the choke (brand new elec choke)when it almost shut's down i click the choke again and it run's for another second or so, then if i do not click the choke again she will shut down, Thank's in advance for your help.... Bob}"

"Try running some "Sea Foam" through the fuel system, often that stuff will clear clogged needle valves and seats. Cheaper and a lot less trouble than a carb and fuel pump rebuild."

Then I'm afraid You have to go back to the one that rebuilt the carbs.
Your idle circuit does not seem to work properly as the engine obviously runs when You inject fuel with the primer.
