2002 Yamaha F80 Four Stroke No fuel on output of Fuel Pump

I have a Yamaha 2002 F80 four

I have a Yamaha 2002 F80 four stroke. F80TLRA is the model number. Over the weekend I tried to start would not start. Emptied fuel tank and added fresh fuel. It still did not start. So I pulled the fuel line from the fuel pump (output side) cranked the motor and no fuel pumped out. Do you think it may be the diaphram?

"Just-In-Time - I am confused by the service manual illustration of the fuel pump. The service manual shows 2 fuel pumps for F80/F100. However, the parts guide shows one.

So, if I pull the fuel line from the output of the fuel pump, (tie wrap number 25 in the illustration) and either pump the bulb or crank the engine with the fuel pump still attached to the engine, I should see fuel pumping from the output correct?

If I see no fuel then would it be safe to assume clogged fuel pump, bad diaphram?
