"I'm having problems starting my 9.8. Just had a tune up, cleaned the carburator, and new gas, but the motor no longer starts after one pull. Tried a lot of different variations with the choke, but not much success."

It could be anything at this point. Check for fire and go from there...Your probably going to find that the carburetor needs to be cleaned again. If it was just taken apart and sprayed with cleaner it was not cleaned. Carburetor cleaning requires soaking in carburetor cleaner for a few hours.
