"I entered that reply assuming that the engine had run properly on the same boat in the past.
You can check for a slipping hub by blocking the propeller with a piece of wood, put the engine into gear, then apply torque to the flywheel nut with a long breaker bar and socket.
If you can turn the flywheel and have the propshaft turn within the propeller, the propeller requires rehubbing.
If this engine/boat combination is new to you, the engine may be mounted too high on the transom (cavitation), or the splines of the driveshaft may be worn and not engaging properly.
