130 belts go a burnin

i have a 2001 honda 130 motor

i have a 2001 honda 130 motor that threw the timing belt and another with it .i dont know what the other belt does but i know it dont operate the alternator.i checked the block dor cracks and found none i took all the plugs out except #4 because something in the sleeve around it wont let my socket in. the crank will turn by hand then and the cam will move alittle by hand . what should i do next?
 
"The other belt is the balance

"The other belt is the balance shaft belt(drives the balance shafts & oil pump). You've probably bent some valves, so need to fit new timing belts & then do compression test. Otherwise check for any excessive valve clearances which will denote a bent valve."
