Trim not working

i tested the sylinoids and the

i tested the sylinoids and they were fine so i put a new trim motor in and now it just clicks. the gearcase on the outside is empty and pretty rusted. i just bought this boat and the owner said it was sitting for two years. does anyone know if that could be the problem? please help!

Sometimes these things just get stuck! I put marine grease on the gear and it works better. Have someone stand in back and give it a little nudge. We have to do this from time to time.
