Timer base question

"I have a 1975 85ho evinrude.

"I have a 1975 85ho evinrude. Timing would not advance so i checked timer base. The plastic on the bottom is melted. It is still complete around the base but the pieces that stick down are melted off. There are still enough to hold it though. I cleaned and lubed it and now it advances pretty easily. Is this normal for it to melt? Even though it works well now, could i be risking hurting anything(groundung out??)
Also i have found a part in diagram #0313666, says it is timing base retainer, Is this the plastic piece? thanks"
