28 HP evinrude not charging

I have a 1995 28 hp evenrude.a

I have a 1995 28 hp evenrude.always shows 12 volts even at high revs.Is there a fuse I should check?I dont see one.Is there a procedure for checking the rectifier and the stator with an ohmeter?Thanks in advance for any help.

I have checked the rectifier as per Joe Reeves procedure and it checks O.K.and all connections are tight.Still no charge to the battery??Any more suggestions are appreciated TIA.

"put a volt meter,...on batt.....get a static voltage...crank eng,get up to around 1000 rpm and see if it rises slightly...u r not going to see a huge rise,..just a little...if it rises any at all,it is charging...u might drain your batt a little prior to test..."
