Turbo charging issues

"I operate a Volvo Penta in Ea

"I operate a Volvo Penta in East Africa and have recently had serious problems with the turbo charger. After a crack was found and a new turbo installed, oil began blowing past the exhaust side as well as the intake side of the turbo. Thinking the new turbo was defective, I installed an overhaul kit with no improvement. Also, there is something wrong with the belt-driven compressor pump. Between 2800 and 3500 RPM it works (sort of) but it does not sound like it used to sound, and at around 3500 it makes a real racket of a noise and stops compressing air. The check valve in the bypass duct opens and the system reverts to single-stage boost (turbo only), boot-straps down and looses power. It appears both sides of the turbo fill with oil at this point. Does anybody have in suggestions on what the problem could be? We do not have the luxury of taking the boat to the dealer."
