Old Elgin outboard question

I just recently purchased a Elgin 7.5 Model # C571.597561. In reading the posts here, I would assume that the fuel/oil mixture is 16:1.
I believe the motor has been run maybe 15yrs ago so I was wondering what items I should check, clean or replace before running it in the open water.

I have an elgin serial no 401

I have an elgin serial no 401 7759. No cover on carb is the knob below carb fuel regulator ? what's the horse power? Thanks for any help.

I have an old Elgin modle #751 19241 It is a two cylinder. Can any one tell me how many horse power it is ? and what fuel mix to use ? Thank you ! Lobster Bob
