"I've inherited a 1981 Evi

"I've inherited a 1981 Evinrude 4.5 with rope starter. I don't have any information about how to operate it. There is no key so I don't know how to turn it on and, what could be more important, how to stop it. There is a fuel knob and on the throttle there is a position for fast start and slow. There is a dial on the throttle end which indicates speed.

Does anyone have operating instructions?"

I could send you some generic information via email if you like, but I HIGHLY recommend that you find yourself someone who has experience using outboards to show you how to operate it in person. There is not much involved in running that outboard, but there could be some unnecessary frustration your first time around if you run into something not listed in the manual."
