Will a 1989 25 hp lower unit housing fit a 1989 mod E40ELCEC 40 hp

"My lower unit had h2o in it and it froze cracking the housing at the prop and pushed the bearing and prop out 3/4 of an inch. Does anyone think that there is damage to the gears or just replacing the housing would fix it. (Used Housing is $70 or one with gears is $800) Is it hard to remove a lower unit, and how would that be done? lol, sorry I'm asking for so much.

If it ran for any length of time with lots of water then i would think damage was done to gears and bearings.No a 25hp lower is not the same.
