75hp Johnson Starts but when you go to full throttle will not go to full power remains in slow speed

I have a older 75 hp johnson m

I have a older 75 hp johnson motor. It runs fine in a barrel and when I give it full throttle it runs strong. When I put it on the lake it starts fine but when I apply full throttle it bogs down and will not go to full throttle. Sometimes though it will but not very often. What is the source of my problem???????

"More than likely the carbs need to be rebuilt. The high speed jets are clogged.. Took me 2 months to figure it out on my nieghbors 65hp rude(way before i found this site!!) doing the same thing you say yours is doing. spray cleaner will not work they have to be completely disassembled and cleaned thourghly..
