"94 40hp evin. bogging down under load, first trip it throttled up to 3400rpm for about 30 sec. then it bogged down to 1300. Possible that throttle assembly needs adjust for timing advance? Also has trouble getting into reverse, seems to also have something to do with throttle assembly adjustment. Good comp, and seems to be getting enough fuel, any help or direction is appreciated."

engine turned off look in carb throats have someone move lever wide open see if there open and level checkadjustment on shift cable adjust to a good nuet then shift to for check prop engages then shift back to reverse adjust bt turning trunion nut maybe check your prop picth also to high would cause bogging and low top rpms good luck
