i have a 1998 evinrude vro wit

i have a 1998 evinrude vro with a 14X17 prop on a 18.8 misty river boat. my max rpm is 3600 im not sure what the rpm is suposed to be im guesing around 5000. if so should i install a 13" prop with a 15" pitch or is that too big of a change.
 
What horsepower is the motor a

What horsepower is the motor and has it been checked properly to see if it is putting out it's rated horsepower.Changing to a lower pitch if there is problem with the motor proves nothing.
 
its a 70hp the motor runs fine

its a 70hp the motor runs fine its slow out of the hole and will only do 23mph
