"I have a 9.9 hp Johnson with a broken steering handle. I need help to remove the throttle. I can find the parts list but I can't see how the twist handle and helix twist grip is removed. I am fixing this for a girls high school crew team, thats how it was broken, they dropped it. I don't know know the year but the model number is J10RSTE."
 
The "ST" within the mo

The "ST" within the model number indicates that the engine is a 2003 9.9hp Evinrude.

I retired before that engine was manufactured and have no knowledge of its design (throttle handle). Hopefully another tech will be along shortly with the answer to your question.
