hi i hope i can get a little h

hi i hope i can get a little help i have a gamefisher 15 i cleaned the carb and it runs great but i put the boat in the water and the motor will not go into drive or reverse can anyone help with some ideas what to look for could it be a fluid level prob

goto www3.sears.com type in 217586310 in the model number box. goto gear housing then goto view diagram. there is a drive shaft that runs next to the water tube.its not engaging. i dont think you have a reverse just drive. reverse you just spin the motor around.
