Lower unit oil

I have a Ted Williams 5HP and

I have a Ted Williams 5HP and need to change the lower unit oil but the vent and fill seen alittle off the vent is on the bottom and the fill is on the top?? Is this the right method fill from the top and vent from the bottom??

For over 50 years lower units

For over 50 years lower units have been filled from the BOTTOM till oil comes out the TOP. There is no need to invent a different method.
