"This is a 1994 model, 8HP, 4 cycle outboard. When the choke knob fully pushed in (choke level in full openg positin) the engine races to very high RPM instead of running on idle speed.

The idle screw appears to be at the right position and the throttle level arm is correctly connected to the throttle arm.

I did notice that the throttle level at its idle position (resting against the idle screw), the throttle plate in the carburetor is almost closed. Is this the correct position at idle?"
