"Don on any model series that uses the same powerhead (the 3.3L) in this case, the difference in horsepower is created by altering the intake and exhaust - or what the motor "breathes in and breathes out".

So can the lower horsepower be modified to become the higher horsepower - yes it can, but to do it after the fact often costs more than triple the difference of simply buying the higher horsepower in the first place.

And in the US it is illegal to increase the horsepower of an outboard, so not something you would want to do until long after it's warranty had run out.

As to "on boat" performance difference, that really depends on the boat. In most cases you would not notice the difference between a 225 and a 250 (maybe 3 mph under absolutely perfect conditions).

A motor should fit the boat. A good rule of thumb is to power the boat at 80% of max rated horsepower. If the max is 250, then 200 will do fine (or 225 in the case of your comparison) and save you a couple hundred bucks to boot..."
