1998 Honda 90 4 stroke water in starter and flywheel area

I have water in the flywheel c

I have water in the flywheel compartment and the starter motor runs great replaced starter with new one vacumed out all the water after running for 2 hours removed starter to find flywhel under water againmotor is not going under water and I made sure the o ring was seated anyone have any ideas PLEASE HELP thanks

I have tried that I dont see water coming in but it is there when I remive the starter is there a freeze plug or gasket that might cause this ??

no not at all it must be comin

no not at all it must be coming from inside the starter has a o ring sealing it from the outside
i was in calm water at idel speed this is the 3rd or 4th time I have vacumed out the water then replaced the starter
