"Thanks in advance for your help. I just bought an older whaler with a 94 60 hp johnson. The steering wheel and/or motor will not turn, is there a locking mechanism that would stop the wheel/motor from turning?

Take the cable loose at the mo

Take the cable loose at the motor. Then you can tell if its the cable or the motor froze.
