"On my 1975 115 Johnson the id

"On my 1975 115 Johnson the idle is about 1100 rpm, according to the OMC dash tach. I found the idle stop screw in not resting on the block by about 3/16". When I push it to the block, it springs back when released.
It appears that the throttle cable must be moved out to allow the linkage to fall back to bring the stop into engagement.
The concerns/questions
Could I have a tach problem?
Will moving the cable out allow the idle to reduce RPM?
And, Will this take away from full open throttle movement?
