Throttle cable adjustment

I have a 79 Sea Ray with the 2

I have a 79 Sea Ray with the 228 Merc in it. I have to push the throttle handle about 3/4 of the way forward to get the throttle lever on the carb to start moving. How and where can I take some of the cable length up or short the lever reaction. The engine was rebuilt and this was obviously not set back right....Thanks for your help....newby

Where the cable connects to the carb is there a threaded portion that you can disconnect the hickey from the throttle lever and turn it until when the control handle is in neutral the hickey connects? That's the way mine works. Hope this helps. JW in Dixie
