"Yes and no, if the motor is running but the carb(s) is/are set so that the air to gas/oil mixture is resulting in too much "air", that still means a lack of "oil".

A 2 stroke needs that fine balance, it's not like say, your car, which has it's oil resovoir feeding all the oil channels in the motor. If your outboard doesn't get the "correct" balance through the carb(s) - then you could have breakdown...."

"To expand on Graham post above, your engine is basically 3 or 4 engines stacked on top of each other. Each carb delivers fuel/oil to a cyl or pair of cyl's. If one carb gets clogged the that section of the engine goes without the proper lubrication."
