" I am about to install an in-line fuel filter in the gas line between a portable tank and my outboard. Should this be placed between the tank and the primer bulb, between the primer bulb and the engine, or does the location not matter?

I just installed a filter / water seperator and the manual stated it needs go between the engine and the primer bulb (but I don't know why).
