Cylinder Head Cover Gaskets Use of Gasket Sealer Question

" I will be endeavoring to replace the cylinder head cover (water jacket cover?) gaskets on my 1996 88hp Envinrude, praying that the bolts don't snap off!

Anyway, do I put the gasket sealer on the ENTIRE gasket and on both sides? OR do I sparingly brush on the gasket sealer on the head cover itself and on the motor to where they mount?

The manual is not specific in this regard. It simply says to use gasket sealer. This is the first time that I will be replacing the gaskets.
