The pull start seems to be "locked" and won't pull...feels like it is in gear (but its not). It will "rewind" the little slack thats out..The mechanism that rotates up (like a gear) I think works..I mean it rotates when I manually turn it...the post that the cord wraps around is just stuck on the "pull" direction...sorry I don't know the parts names...any help would help..

It sounds like you need to lube it spray some wd40 on it and try to work it loose and when you get it loose keep working it.
