My outboard motor beeps const

My outboard motor beeps constantly above 3000rpms. I have to close the motor for a few minutes then continue to use it below 3000rpms.

Is this the thermostat?
Should I remove it totally?

Any suggestions would be appreciated...

"Do not remove the thermostats, there are two of them. They may need replacing but they are an absolute essential component component of the engine. Without them, the temperature between the combustion chamber and the water jacket would be too irregular which would cause piston scoring and eventual powerdamage that would nessitate a major overhaul.

Install a new complete water pump assy, not just the impeller!
