1990 40 hp surges at full throtle wont run wideopen

i had it out the day before r

i had it out the day before run fine. today wont idle for a long period of time. when you open it up it only wants to run at 75% but then surges every now and again to full throtle. i was thinking fuel pump.

Pump the primer bulb up and hold it when running..if still does it..clean the carbs....

" At full throttle, tap the key in to actuate the fuel primer solenoid which will give it a fuel boost. If the engine rpms pick up momentarily, I would suspect, as Tommy states, fouled carburetors or a fuel/air leak at some point between the fuel pump and the fuel supply. "

"Have a boat with mercury 70hp engine. Was running fine until I put in a new fuel tank. Now it spits,sputters a little and will not run full trottle. Cleaned carps checked the things I knew to check, like fuel lines,etc. Anybody know whats wrong. Thanks if you do."
