    Evinrude surge problem

    I have a 1984 15hp Evinrude, it idles fine, runs great at top speed, but at about 1/3 throttle it surges. When I drop back from full throttle to slow speed it dies. checked compression and both cylinders are with in 3 lbs of each other. I use fresh gas. I put a new carb kit in it.
