    1981 Johnson 25 won't shift

    Have serviced the engine, but shifter will not move. Still in gear in neutral position.

    1982 9.8 shift/throttle/steering arm

    What would cause arm to not rotate. Shaft was broken and I replaced. Taken apart twice. Cables lay in place fine, but not sure about how they wrap around shaft. Will not rotate. Thanks.
