    Low speed mixture ?

    Volvo Penta 3.0 GL----Has the Holley 2 barrel carburetor.--------Are both the adjusting needles on the side the low speed adjustments ? -------One side responds as expected but other side does not.-------Thinking carburetor has dirt in it and needs cleaning.
