    starter has trouble turning flywheel 1999 25 hp

    I have a 1999 mercury 25hp outboard that has trouble starting. I've replaced the starter, but it has trouble turning the flywheel. I got it to pull start, but it won't stay cranked. the starter has no problem with the spark plugs out. I'm at my wits end. HELP.
