    Cannot add oil to lower unit

    I pulled the drain plug to the foot and removed the top vent screw. No oil drained out. So, I attempted to squirt 90 weight oil into the lower hole but could not get any oil into the foot. I then tried to squirt some in the top vent hole and could not. Not sure what to do next.
