    Evinrude Lightwin Pull Start issue

    I have a 1956 Lightwin Model 3018. Hadn't run in 30+ years and got it running but the pull start binds up if I tighten the 4 bolts down. It is hard to pull and won't recoil. If I loosen the 4 bolts a couple turns each, it recoils and works fine. What am I missing? Looking at the parts...
